Transition Agenda


In line with the European approach, the Netherlands has developed the government-wide Circular Economy program: Netherlands Circular by 2050 (see also the concept of ‘CEP’). This program was published in September 2016. Since then, a Raw Materials Agreement has been concluded, so-called Transition Agendas have been drafted, and the Circular Economy Implementation Program 2019-2022 has been established.

Transition agendas have been developed for five sectors/chains (January 2018). The transition agendas for Plastics and Consumer Goods also relate to packaging. The Consumer Goods agenda covers both products with a short life cycle, such as packaging and disposable materials, and products with a longer life cycle, such as clothing and washing machines. According to the Plastics agenda, all plastic products will be circular within just over thirty years. They will have a small environmental footprint and be made from renewable plastics of guaranteed quality.
